HDB MOP Rules 2026: Guide to BTO & Resale Flats in Singapore

Most owners find out their HDB MOP date the hard way, usually by guessing wrong. The rule itself is simple: 5 years for standard flats, 10 years if you're in a Prime or Plus flat bought from August 2024 onward, counted from your key collection date, not the day you signed anything. Get that date wrong, and every plan you build on top of it, selling, upgrading, renting a room, is built on the wrong number.

That's the gap this guide fills. Below you'll find the exact HDB MOP rules broken down by flat type, what you're actually allowed to do before it ends, and a checklist for the six months before your MOP runs out, the part most guides skip entirely.

What Is HDB MOP and When Does It Start

MOP stands for Minimum Occupation Period. It's the number of years you have to physically live in your HDB flat before you're allowed to sell it, rent it out in full, or buy private property.

Here's the part most people get wrong. Your MOP doesn't start when you sign the Sale and Purchase Agreement. It doesn't start when you pay your deposit either. It starts the day you collect your keys.

So if you got your keys in March 2021, your 5-year MOP ends in March 2026. Not a day before.

For resale buyers, this trips people up even more. Your MOP starts fresh from your own completion date. It doesn't matter if the seller had lived there for 20 years. You're starting your own clock from zero.

MOP Duration by Flat Type

Not every flat has the same MOP. Here's how it breaks down.

Flat TypeMOP DurationNotes
Standard BTO / Resale5 yearsBeen the rule since 2010
Prime Location Public Housing (PLH)10 yearsApplied to 2021-2022 launches like Kallang/Whampoa
Prime / Plus (new framework)10 yearsFrom August 2024 BTO exercise onward only
Standard flats under new framework5 yearsSame as before, unchanged
Executive Condominium (EC)5 yearsThen a separate 10-year mark for full privatisation
DBSS5 yearsSame as standard HDB

One thing that catches people out: the 10-year MOP for Prime and Plus flats only applies to units launched from August 2024 onward. If your flat is in a good location but you bought it before that date, you're still on the 5-year rule. Don't assume based on the address. Check the actual launch date.

What You Can't Do During MOP

Three things are off the table until your MOP is up.

You can't sell the whole flat on the open market. No exceptions for financial hardship unless you go through HDB's formal appeal process, and even then it's case by case.

You can't rent out the whole flat. This includes locking one room and pretending you're renting out "just the bedrooms" while nobody actually lives there. HDB checks utility usage and does surprise visits. This is one of the most common ways owners get caught.

You can't buy private property. And this one surprises a lot of people: it's not just you. Your spouse and any authorised occupiers on the flat are covered by this restriction too. I've had a client find this out the hard way; she wanted to help her husband buy an investment condo under his name only, thinking her HDB ownership wouldn't matter since it wasn't a joint purchase. It still counted. The restriction follows the household, not just the person on the title.

What You Can Do During MOP

You're not completely locked in. After 3 years of occupation, you can rent out individual bedrooms in a 3-room flat or bigger, as long as you're still living there yourself.

There are conditions on how many tenants you can have per room and per flat, and HDB caps this based on flat size. If you're thinking about this route, it's worth checking your specific numbers before you list a room, not after.

How to Check Your Exact MOP Date

Don't guess this. Here's how to find it:

  1. Log in to My HDBPage with your SingPass
  2. Go to "My Flat"
  3. Click "Purchased Flat"
  4. Check the Flat Details section for your key collection date and MOP end date

This takes two minutes, and it's the only source that matters. Ballot dates, booking dates, and S&P signing dates are all different from your actual MOP start date, and mixing them up is the single most common mistake I see when people plan their next move too early.

What Happens If You Break MOP

This isn't a slap on the wrist. HDB can fine you up to $50,000. They can also force a compulsory acquisition of your flat, and they don't buy it back at market rate when they do.

Enforcement isn't rare either. Between 2017 and 2022, HDB received thousands of tip-offs about suspected MOP breaches, plus they run their own inspections during every resale transaction. Flats that look "brand new" or unlived-in get flagged automatically.

If you're tempted to bend the rules because a good tenant offer comes along, it's genuinely not worth it. The fine alone usually wipes out whatever rental income you were chasing.

Six Months Before Your MOP Ends

This is the part most guides skip. Here's what actually matters in the run-up.

  1. Confirm your exact MOP date on My HDBPage. Don't rely on memory.
  2. Get a real valuation, not a Google estimate. HDB resale prices move fast, and what your flat was worth a year ago isn't what it's worth now.
  3. Decide sell-first or buy-first if you're upgrading. This affects your ABSD exposure and your cash flow timeline. It's a bigger decision than most people treat it as.
  4. Register your Intent to Sell early if you're going the resale route. It's free and valid for 6 months, so there's no downside to doing it as soon as you're eligible.
  5. Line up your next move before you list. Whether that's a condo, another HDB, or nothing at all yet, decide before you're under time pressure from a buyer's timeline.

Working with an experienced property agent in Singapore at this stage isn't just about listing your flat. A good agent should be helping you sequence these five things in the right order, not just taking photos and posting them.

What Changes the Day You Hit 5 Years

Nothing physical changes overnight. But legally, three doors open at once: you can list on the open market, you can rent out the whole unit, and you can buy private property without restriction.

The mistake is treating MOP day as decision day. It shouldn't be. The actual decision, whether to sell, hold, or upgrade, needs to happen months before, based on where the market is and what you're trying to achieve. MOP just removes the legal block. It doesn't tell you what the right move is.

That's usually where a property agent earns their fee. Able, a property consultant in Singapore, has walked plenty of owners through this exact moment, and the honest answer is often "not yet" even when the legal green light is there. If you're not sure where your flat sits, Able Sell Property offers a free, no-pressure valuation to help you figure out the actual number before you decide anything.

FAQs

When does HDB MOP start?

HDB MOP starts on the day you collect your keys, not the day you sign your Sale and Purchase Agreement or pay your deposit. For resale flats, it starts on your own completion date, independent of the previous owner's occupation history.

Can I rent out a room during MOP?

Yes, but only after living in the flat for 3 years, only in flats that are 3-room or bigger, and only if you continue living there yourself. Renting the whole flat during MOP is not allowed under any condition.

What happens if I sell before MOP ends?

You can't legally sell on the open market before MOP ends. Attempting to do so, or renting out the whole flat to get around it, can result in a fine up to $50,000 and HDB forcing a compulsory acquisition of your flat.

Is EC MOP the same as HDB MOP?

No. Executive Condominiums have a 5-year MOP like standard HDB flats, but there's a second milestone at 10 years from TOP, when the EC becomes fully privatised and can be sold to foreign buyers.

How do I check my exact MOP date?

Log in to My HDBPage with SingPass, then go to My Flat and Purchased Flat. Your key collection date and MOP end date are listed there directly from HDB's records.

Do Prime and Plus flats really need 10 years?

Yes, but only for units launched from the August 2024 BTO exercise onward. Earlier flats in similar locations, even desirable ones, keep the standard 5-year MOP unless they were specifically classified under the old PLH model.

Does MOP restrict my spouse too?

Yes. The restriction on buying private property during MOP covers the flat owner, their spouse, and any authorised occupiers listed on the flat, not just the person named on the title.
